The MSAAR Deprives 57 Municipalities of Computer and Office Equip
"The Ministry of State Administration and Administrative Reform /MSAAR keeps its policy of computerization of the municipalities in Bulgaria in 2009 as well. In 2008 under the initiative of MSAAR Bulgarian municipalities were provided computer equipment. The focus this year is directed back to mayoralties and municipal councils. The goal is every town hall and municipal council to have computer and peripheral equipment. 1959 new desktop computers and 2542 multifunctional devices (combined printer, fax, scanner, and printer) will be provided by the ministry. At this stage MSAAR excluded from this program 57 municipalities and the originally intended number of desktop computers - 2533 and 3186 multifunctional devices are reduced. These municipalities, according to the Prosecutor's Office continue to administer the regulatory regime for non-stationary business. The municipalities will receive their promised computers and office equipment immediately after the removal of the illegally introduced a regulatory regime.
On September 2, 2008 Minister Gergana Grancharova and Minister Vassilev submitted to the Chief prosecutor materials concerning the application of unlawful regulatory regimes for trade business in total 95 municipalities. 38 of them removed the regime from September 2008 up-to-date. This regime has different names in municipalities – e. g. "Authorization for the exercise of business”, “Registration for exercise of commercial activities”, “Notification of the exercise of commercial activities”, and others. In all its variations, however, is not regulated by law and the municipal councils do not have the rights to regulate the parameters of such business. "
