According to the new bill for amendment of the structural rules, the chief architect will not approve permits for construction. It is suggested the audit of projects in the stage of issuing a building permit to be removed. The chief architect will verify that the proposed scheme corresponds to the requirements in the area. The construction supervision will investigate the development of the project and it will be responsible for the beginning, progress and completion of construction. The consultant will protect the interests of the sponsor, as per the laws of the country. The licensed inspection of the Ministry of regional development is proposed to be replaced by registration in the Directorate of National Building Control. The bill suggests determining the responsibilities and obligations of the local authorities and the Directorate of National Building Control. It also offers the Directorate of National Building Control to be responsible for constructions from first to third category – projects of infrastructure and large public buildings; the local authorities will approve projects for residential buildings and smaller buildings.
