Currently, the public discussions are delayed because of the Ministry of Environment and Water, announced the chief architect of Varna, Ivan Trendafilov, who is in power until 9.02.2009. He specified that the timetable for public debate was prepared last year but delayed by the Ministry. "As soon as we receive the opinion of the Ministry of Environment and Waters, we will set up a working group which will check if the comments are removed, and whether the recommendations of the experts’ council last year are followed”, explained the Chief architect. He specified that experts from the Ministry of Regional Development and Public Works will participate in the working group. According to Arch. Trendafilov, the public discussions will begin only after the group finished their checks. Discussions will be 10 - in all regions of the municipality, and the timetable for implementation will be announced in advance in the State Gazette and local media. Meanwhile, the plan will be placed in the appropriate places so that people can get familiar with it and they can prepare their written comments and objections. "Currently the project is posted on the site of TPO-Varna - the company which prepared it," explained Arch. Trendafilov. After the discussion take place, the Council of Experts appointed by the mayor will summarize the opinions after the debates. At the same time the concerned departments, ministries, service companies and individuals will have to submit their observations and comments within one month. This information will also be considered by the Council, which will examine the opinions and considerations that need to be included in the final draft of the plan. "If a person objects, this has to be motivated, but no appeals can be filed to the court”, pointed arch. Trendafilov. After all experts comment the General structural plan, the document will be voted by the Municipal Council for approval and sent to the Minister of Regional Development and Public Works. "The order of the Minister for approval of the plan is also not subject to appeal”, the Chief architect was definite. The term for the Ministry to make its decision is not bound by time which does not exclude the possibility that it might taken after the parliamentary elections. "The plan does not concern individual properties and the zoning objectives of the city, but conflicts are possible to arise for plots falling in the border areas," pointed arch. Trendafilov. According to him, designers should consult people who have questions and concerns in the context of discussions. "The plan will be on a scale 1 to 25 000 so people will be able to see where their properties fall," explained the Chief architect. He announced also that there will be no construction of the Sea garden, as it is in Sofia where low buildings can be constructed in the West Park. Trendafilov added that all areas which were provided for landscaping in the old plan remain the same. The Chief architect predicts that public discussion of the plan will start in mid-March, as the statement from the Ministry is expected within days.
